It also requires you to spec enhancement, which is basically a joke in both PVE and PVP outside of leveling.

Generally, but it isn’t an awful idea to bring one along to apply the Nightfall debuff. Their damage will already be trash, so you don’t have to worry about hamstringing them by making them swing the debuff stick at bosses. If nothing else, their increased windfury prof frequency does make them a bit better suited to applying and maintaining it. Same basic principle as bringing a single shadow priest to buff your warlocks.
Stormstrike is in retail? I would expected Shamans to have Mortalstrike by now.

If you want. We took ret paladins and moonkins and crap in our raids. With 40 slots its easy to find spots for memes.
Still better off just sticking it on one of your warriors who isn’t tanking at the moment though. If they just spam hamstring every global they have the highest uptime on it.
Oh yeah, definitely spots for memes. You really only need like 20 functional players to get the job done. Everything else is just an extra body. That said, we do seem to have quite a shortage of resto specced shamans on my server. As important as those totems are, I would gladly bring an enhancement shaman if it meant every group was getting maximum benefit.
