I decided to take my alts that didn’t have time to do the quests to buy the bag because I had plenty of primeval essence left. All the Alliance alts have had no problem finding the vendor and buying the bag. My high level horde have been able to buy the bag even if they didn’t do the quests, apart from one who may be on a phased quest. The low level alts can’t see anyone on the tower, so can’t get the bag. I’m baffled, if the Alliance can get it so should Horde of a similar level be able to.
