Stop panels from moving back to original position eg mail,

Hi,
I had this working but cant remeber how, i use elvui, i also have move anything etc.
Id like my windows/panels to stay where i set them , obviously elvui takes care of the bags but its mainly the mail window and AH, i used to drag it to where i wanted and it would open there every time.

Also is there a way to move the trade window
