Or at least give them some benefit. A little extra rep for the faction. Some neat appearance thing it does. The Theramore tabard, for example, lets you plant a Theramore banner for a short time. The devs just to think a few clever things…something beyond being a bit of cloth that covers gear I generally want to have seen.
I have 6 of them and barely did anything.

This is what happens when you give stoner hippy druids a task. They’re so lazy they find a way to take naps in a dream. They probably keep forgetting if they gave a tabard yet or not, so they keep doing it just in case.
