Still can't unlock "Uniting Zandalar."

I have earned the achievements “The Final Seal,” and “Zandalar Forever.” I am Honored with Talanji’s Expedition, Voldunai, and Zandalari Empire. But, there is still no quest from Nathanos. What else do I need to do?

Did u do it all on the same character? Has to be on the same character. Thats a common mistake ppl make
