Anyone that is stuck on the Steward at Work Shadowlands quest, if you do not see a button on your screen to “Summon Steward”, check if you still have a garrison button hider addon installed - disable it.
That old addon is hiding the frame(s) used in Shadowlands for this particular quest and some other new buttons.
If you still don’t see the button for this quest, you can run this:
/cast Summon Steward
