I have the Sargeant’s Cape cloak that requires level 30 to equip. Wowhead and other sites show it as an ilevel of 35.
However when I try to use the Steelweave enchant on the cloak, it begins enchanting it, but upon completion states the item is too low level.
So either the enchant is improperly labelled as item level 35 and above, or the cloak is not ilevel 35 as stated.
Please fix or address this.
The enchant requires a level 35 or higher item not ilvl 35 or higher. The enchant is working as intended since enchants go off the item’s level requirement to equip.
That’s not true. It uses item level. I have “War Rider Bracers” equipped with +12 defense enchant. The enchant has the same requirement of item level 35 to be applied.
So wowhead’s statement of sargeants cloak being ilevel 35 must be wrong. Or the enchant requirements are wrong.
Similar Issue I’m having on a twink I wanted to build. The Black Magic weapon enchant (requires ilvl 60) is not applying to Hand of Edward the Odd (ilvl 62). Always been my understanding that enchants run off ilvl not level required to equip and it’s literally the enchant requirements text. I’ll test to confirm later by picking up a random tbc ilvl 60+ weapon with a lower req level to confirm, fairly certain it will successfully apply.
Unless Wowhead’s data if failing me at the moment, War Rider Bracers have no level requirement. As such, it falls back to item level in that case. War Rider Bracers being ilvl 40 is sufficient to meet the level 35 requirement.
However, if there is an item that has an explicit level requirement, it should use that instead. For example, if you take Marauder’s Bracers, they are item level 35, but require level 30 to equip, and you should be unable to use the same enchant as what you have on your War Rider Bracers.
Sergeant’s Cape has a required level of 30, so it doesn’t meet the level 35 threshold. Hand of Edward the Odd has a required level of 57, so it doesn’t meet the level 60 requirement. Enchants do not care about item level except as a secondary option when it doesn’t have a required level to use instead.

I figured quest reward items such as the war rider bracers or the “collection plate” shield I have would have a level requirement based on the level you can pick up the quest.
But as you point out, they don’t have a stated level requirement so it defaults to the item level. Or does it even default to that? I’ll have to try out a level 60 enchant and see if item level even matters.
