Does anyone else feel bad when doing this quest? The Troll area is visibly the poorest neighborhood in Orgrimmar. Why am I stealing rice from people living in desperate poverty?

It gets worse. There’s also the daily to kill “thieves” which you’ll note are all trolls and goblins. (Trolls version of Stealing from our own sends them to the goblin area.) so you’re sent to kill the people stealing it back.
This was Garrosh’s Orgrimmar at the start of Cata. I never understood why people thought he only went bad in MoP.
