Stats decreased when upgrading Cryce's Circlet this week

I have been keeping track of the stats increase each week with my cyrce’s circlet using all three stat gems and this week both my crit and haste decreased compared with last week. Mastery and vers did increase over last week. Is this a bug or were the stat values provided by the ring changed?

No other changes to my stats/gear have been made in this comparison and if I equip my original pre-11.0.7 rings I have my original stat values, it’s definitely something this week after upgrading cyrce’s circlet to 652.

This is my main used for comparing stat values. Last week Cyrce’s Circlet + 626 Ansurek ring were 1164 total secondary stats greater than Ansurek + 639 Bloodbound Horror ring. This week they are only 873 total secondary stats greater a loss of 291 secondary stats overall despite mastery and vers increasing compared with last week, so a significant drop in crit and haste.
