So in previous expansions I would always find success in pvp with outlaw. But for some reason this expansion its completely different as Outlaw. I feel like I struggle to 1v1 every class out there where as in previous xpacs I would be 1v2ing. And the reason for that is the fact it feels like I have to go through 10 different gcds before I can get to my payout burst and in this meta you seem to die or get ccd 5 times over before you can even get rolling.
So I’m just wondering has anyone been finding success playing Outlaw in PvP? And if they have how?
Outlaw isn’t a pvp spec and it’s toolkit isn’t designed for it.
You can play it casually but for competitive it’s bad

Outlaw has never had a competitive pvp toolkit. The only times its been used was because the other two specs were awful.
Sub is a ST spec based on burst which is what pvp is. Outlaw is a cleave spec designed for dungeons.
Outlaw is the old combat spec which was designed around being a blend of warrior and rogue. We used to be able to go toe to toe with most melee classes out there which felt awesome. Specs should not be forced into specific game modes, that is horrible balance.
You’re not forced to do anything, like he mentioned it’s toolkit just isn’t good for PvP. The way some specs are just inherently better for a certain activity and that is perfectly fine.
They shouldn’t be designing every spec to be good in PvP and PvE, that is entirely unrealistic to expect and would cause massive balance problems.

Ok but I am talking about 1 spec, Outlaw. Outlaw is purely DPS spec so it really wouldn’t be hard to make it viable for pvp and pve. Just give the spec some more survivability for the lack of consistent damage.
Considering its current toolkit you would destroy it trying to make it viable for pvp.
How would gaining more survivability destroy it? The only reason it’s good in PvE is Blade Flurry. An ability that is fairly irrelevant in PvP content minus maybe a cleave team in Arena’s.
And you keep saying its current toolkit, wtf you mean? Gouge? That is one of the only unique ability Outlaw has that is decent in PvP. Grappling hook is just a flatout worse version of shadowstep and Dreadblades just kills yourself more often then not in PvP not to mention that ability is severely limited due to GCDs. I already mentioned Blade Flurry. Then you got Blade Rush or Killing Spree which once again are nothing to write home about in either setting.
The only good thing besides gouge Outlaw has in a pvp setting is restless blades which are irrelevant as you die far too fast to get any decent use out of it. Hence why some extra survivability could go a long way.
It doesn’t need any survivability to be viable in PvP.
Subtlety is good in PvP because of it’s high burst and ability to CC chain with Shadow Dance/Sap combinations. Dance also allows it to hot swap targets for quick kills, they cannot do this for Outlaw without completely overhauling the spec which would cause it to lose the specs identity.
The only time Outlaw is good in Arena was when it could do 9 second Kidney Shots and Killing Spree burst with Bandit’s Guile, this wasn’t healthy for the game and should never return. Unless you’re trying to get super high arena rating you can play Outlaw perfectly fine, it’s damage and survivability is more than enough to play in BGs and have fun.
That’s fine, I’m not asking to Outlaw to be top tier in 2400+.
I just want it to be decent again in PvP. And it WAS decent in previous xpacs. I would be able to hold my own against better geared players or when outnumbered. Now Outlaw struggles in almost every PvP instance as the spec has to ramp up to get decent burst off. So sure fine I’ll take the horrible GCD heavy ramp if they just give Outlaw more survivability so Outlaw can at least stand a chance in those situations.
Outlaw is in a better state PvP wise than Legion or BFA, if you intend on PvP being your main activity Flagellation is not a good pick as a Covenant due to it requiring generating 30 Combo Points on a single target to gain maximum haste.
Kyrian not only provides massive damage on it’s activation with it’s Conduit but you also gain a 20% instant heal that removes bleeds and poisons.
Getting more survivability would mean nerfs to other areas because of mythic plus.
It would mean a complete redesign because outlaw has no burst.

How is it in a better state PvP wise? BtE got split up into two subpar abilities. So now if you want to get a similiar effect you have use Kidney shot, Mark, then BtE which feels horrendous in PvP.
And Flagellation in general is garbage but I prefer the Venthyr far more for flavor just like I prefer Outlaw far more for flavor. I hoping they buff Venthyr for rogues in the upcoming raid patches. Until then I will probably stick to PvE content. And well if Outlaw continues being crap months into the xpac then its another early quit for me.

You realize they can nerf things in unique instances right? They already did that for Prey on the weak. And they even got the pvp trinket effect that only activates in war mode, arenas, and bgs. They literally can do the exact same thing with buffs and it will be fine.
You’re really not understanding that outlaw is not designed for pvp in the slightest.
Why? Did Blue ever come out and state that? Or is that just your conclusion?
All you have to do is look at the toolkit and see that nothing in it favors pvp.
It’s a very clear and obvious pve spec.
Unless blue states there are specs clearly designed to be only viable in certain game modes I disagree to acknowledge that as an excuse.
You’re more that welcome to play whatever spec in whatever content.
Just be aware that they aren’t going to change outlaw to be pvp viable because you want it.
You choose to play outlaw over sub that’s your choice to handicap yourself.
