Stat priority for Havoc

When did the stat priority change for Havoc? Seems like haste and versa were always the top 2, but Icy Veins has haste as the bottom and versa just above haste. Is this the new stat priority for them now?

I did see that haste and versa were still top on vengeance.

hover around 10-15% Haste if you can, this is to get the 2nd Death Sweep in the EB Window

Its because the tier set and the talent know your enemy love crit which give it a better value. Its honestly refreshing to not go haste / vers anymore.
