I took the FP to Meridil, in Suramar, but there are no NPCs there. I dont know where to start. Do I have to do the artifact quests? Do I have to do the legion intro quest?

You need to get the breadcrumb quests from Khadgar.
Forgot what they are called but there are two. One that has you click on an orb which projects the nightborne leader into the chamber. (Think princess leia in the first star wars movie) The second ports you to her location and you do a series of quests in a scenario to unlock the npcs and the quest hub.

Khadgar has 2 quests for me, but neither do the orb thing.
One sends me to Northrend, the other to Org
Odd. Maybe you have to do those first?
That is one of my gripes w/ boosts. The questing chain gets all wonky.

The quest definitely starts with Khadgar in Legion’s Dalaran. He should be in the violet citadel surrounded by the other Kirin Tor leaders. You may have to establish your class hall and get an artifact before it becomes available. No idea if boosted characters have either of those things.
Im doing the ashbringer quest now, hopefully after I get the guild hall it will work.
