My son has just started playing WoW and went to Audrey in SW and she gave the initial quest to buy pet battling and he has been able to do this with a few pets and got them to level 4 or 5.
But Audrey is not giving the quest to go find Julia and start the master trainers.
Unfortunately I did this a decade ago on my account so I dont remember any specifics.
His character is level 37 NE Druid if that helps with anything.
Should he make a level 1 Human and run to SW and see what happens there? I think the quests are account-wide?

So creating the level 1 Human and running it to SW and picking up the 2 quests worked.
The level 37 NE Druid has now done the “Win a battle” and “Julia” quests and is getting the Master Trainer quests.
