I’m playing through old content as I lost access to my original account and am starting from scratch. I’ve nearly finished Outlands - where do I get the starting quest for Alliance as a Level 60? It’s been such a long time since I played WotLK and I can’t remember what to do.

I don’t think you need a starter quest. Just hop on the boat at Stormwind & grab some quests when you get to Valiance Keep. Or if you prefer you can take the boat from Menethil Harbor to Valgarde & start there.
