Oh lord, I’ve played countless team based PvP games and never before have I seen a win ratio between the teams so wide. What’s the deal? How are Alliance so bad at it?

It’s a purely a racial and map advantage for Horde.
My guess? Russia is meddling in our ranking pools.
If you’re relying on me to win PvP then that’s probably the issue.
A combination of despair, laziness, AV design, balance between factions, proclivity towards PVP and PVE, class balance, racial balance, and so on. People debate about the contributions of all of these things.
Basically a perfect storm that has snowballed without Blizzard doing much to step in and correct it in the early phases. Small changes in the beginning would have gone far, now it’ll take sweeping changes to make a difference.

There any decent social/leveling/PvP guilds Hordeside on Heartseeker?

AV was designed for horde to win, not alliance.
The premiere leveling guild is The Silver Skull.
Our collective guilds Reserved and Hounds of Valhalla is a semi-casual raiding and WPvP guild. Art of War, Vintage, and a few others have good reputations.
All 8 guilds are pretty good for it

Wrong, horde players are just amazing players and alliance are terrible. Just a fluke that all the best talented players went horde, nothing to do with racials or map design.

We had a couple big guilds hop over to HS from Stalagg, chasing those easy Alliance kills in WPvP phase.

There never was, is not, and never will be anything Blizzard can do to fix pvp in World of Warcraft. At least not without tearing WoW down the roots and rebuilding the game from the ground up. Bottom line is, people either want to pvp or they do not.
Adding incentives might get people to participate more, but that is all they will be doing, participating. Do get pvp to a healthy state, you need players to want to compete. On both sides, not just one.
