Hi, leveling as balance here. I’ve read in guides that you are supposed to use Starfire spam while leveling - is this true? With its long cast time I feel like the pushback would make it unusable. Anyone use it successfully?

Don’t level as balance. That would be a huge mistake.
Level as feral, make sure to grab the cat +speed talent at level 20-21. Then you can put points in whatever you want just be aware that killing mobs your best bet is in feral gear.

Yeah, leveling balance is gonna be a pain man (going OOM every fight, long cast times), if that’s the route you want go when you’re max level then more power to you. But do yourself a favor and level as feral cat 
Get spirit int gear and open with star fire and then wrath.
Eh, i leveled as resto.
You wont spam starfire solo though, might macro a starfire followed by a root, maybe another starfire, which will probably break root, hit with a moon fire, then a faerie fire and drop to bear
try casting entangling roots and then stepping back before you cast starfire
then, if roots break, cast roots again

solo, i just usually use wrath, if i want to play nukem up
wrath, entangling roots, moonfire, wrath wrath wrath wrath wrath faerie fire bear form and slap the mob the rest of the way down.
Im not feral and have not any decent gear for feral, so i dont get much mileage out of cat due to taking too much damage, and damage output being mediocre, but i can regen fast enough to do the heal/bear dance for a long while.
