Spy vs. Spy: where do I turn it in?

My UI says that I have completed Spy vs. Spy, but I cannot find any information on where to turn this in. Where do I turn it in?

I turned it into the admiral at his table.

Wait the Rogue quest? From Legion? Thought you turn it into the guy who gives it… Lord Jorach Ravenholdt.

Or do you mean Spy Versus Spy from the new part of the war campaign. Because then, yeah, Halford Wyrmbane on your boat.
