I went to the supposed coordinates suggested by wowhead in Uldum, went to the same spot both phases and found no alpaca to talk to.
Intended? or bug.
It doesn’t always spawn.
Furthermore, if it does spawn, it can spawn in one of several places.

It’s also only up for a few minutes at a time with a long respawn timer.
People used to do raid groups to camp out at all the spawn locations and just sit and wait. Unsure if those are still ever up, but you could try making a camping group in Group Finder on one of the busier days if your able.
You might also check out the Secret Finders Discord, they might organize events for this, I’m unsure but worth a look.

That’s not a “go there and find it and DONE!” thing.
I had to hunt for that thing for a few weeks myself. At one point I had written a macro with all the known points it could spawn and just fly around looking for it (for hours at a time).
I think you can look in the comments on WowHead for a similar macro. I think that’s where I got mine.
More like a “hunt around until you find today’s ‘there’ (if it exists), and then do it again six more times”.
