mostly it does but sometimes it doesn’t…say 80/20.

I have noticed this as well. I submitted a bug report at some point a while back, but the bug still exists. It seems to happen most often when it is the second mind flay after fully channeling another mind flay.
Seems to be a bug with channeled spells. I notice this too on my spriest and on my arcane mage with arcane missiles not animating properly
Looks like it only happens if you recast at the very end of your current cast. I think its a problem with the end of the animation and the start of the next animation.
