Is the Spirit of the Bested drop rate bugged, broken, rng or just another time gate? Cause as of right now I am 1/15, Rare Beasts havent dropped any, other Rare Beasts drop absolutely nothing to loot and WQ rare beasts dont drop them as well.

Time gate. You can get it multiple times from the same rare in a given day, it’s not a 24 hour lockout per mob, but there seems to be a hidden drop cooldown which I peg at slightly less than 15 minutes. I started timers and I got one as low as 14:26 between two kills (Pinkushon in Stormsong) and one as late as 15:45. So I was just sitting at Pinkusho and killing him, then going to do housework for 15 min, kill him again, go do housework, etc.
You can get them from all the beast “rares” even if the world quests for them is not up so just go to town on them all
Its not time gated, I got 5 in 8 minutes. Torraske The Eternal has a good drop rate for them. Its just a game of luck really, out of about 12 kills on him I got 5, he resets every 40 seconds roughly. and yes the first 4 where back to back then a few kills without one then I got a fifth after 2 more tries.
