If I switch over to Ret I see it right away. But it’s not in my Prot spec spellbook at all, Swear I’ve looked 32 times at least…
Edit: Also, on my actions bars everything is the same, but the Hand Of Reckoning action bar button is blank. I’m also coming back from a 3 year break, if that matters.
It’s a baseline ability. I’m not sure but is it in your general Paladin tab of your spellbook?
Hand of Reckoning is a general Paladin spell so it will be in your paladin tab, not the Prot one. For me it is between Hammer of Wrath and Intercession.
I’ve checked the general tab, paladin and Protection. Nothing. Also, Hammer of wrath is right above Intercession for me.
My prot Paladin is 51, if that matters. All my other tanks have their taunts.
You might need to do a complete UI reset. Try that and see if it fixes that problem

Streamed and friends confirmed, I’m missing essentials in my Paladin and also, my guardian druid has been affected. In Guardian spec I don’t have tons of spells I need. They’re gone. Like Frenzied Regen and Ironfur.
