Spell descriptions no longer display on hover

Hello. A couple weeks back, my spell descriptions stopped displaying when I hover over the spell icon on the action bars. Only the spell name appears.

  • Character spell descriptions no longer display,
  • And any extra spells related to quest abilities no longer displays a description (also name only),
  • But toys and mount descriptions DO show up.

I have disabled all addons. I have tried deleting my Interface folder, I have tried deleting my WTF folder, I have tried deleting the wow folder and reinstalling completely. The problem remains on every character on every server.

Is there an option in the Interface menu that I’m missing?
