I’ve tried all three settings yet I still see every single spell 
Any ideas or is it broken?

Your spells, or other players? I believe they turned down spells for other players so you could easily tell which are your spells, at least in retail. Not sure about classic.
Other players. I still see things like frost bolt from mages which is not a essential spell and reduced looks like normal
It’s in retail I’m to lazy to change character
