Did all world quests in Undermine and the special assignment still has a lock on it.
Make sure you do the quest to unlock which cartel you want and it should open up. The npc is next to innkeeper in corner.
I pick up weeklys and turn them in before I even do the World Quests. Still not unlocked.
Did you pick your contract and select cartel? I noticed that too there wasnt any wqs and did the contract and they showed up. They give you 2 extra WQs depending on which cartel you select so you dont know until you select which one. Npc is **Kaydee Racketring at the Incontinental Hotel.
Yes, I have done ALL my quests in the area. I already chose a contract, I’ve done all the WQ’s and its not unlocked. So I don’t think my situation is the same as yours.
