Anyone know what you need to do to unlock it? It says I need to do 0 world quests but still locked.

Mine unlocked after 3 world quests.

Was this a bug or what? I am having the same issue as the one you were having weeks ago.

Edit: Logging out and back in fixed it for anyone else looking for answers to this issue

Must have been a bug because logging out and back in fixed it for me too.
