How does one get the Spark of Ingenuity on an alt? I hit 70, but don’t have the quest chain available for it and the campaign says states I need a specific renown, but not how much

I have the same question. Not sure what I am missing.
Seems like there is a similar issue with unlocking the quests for getting Dragon Shard of Knowledge. I leveled my alt without completing any campaign stuff and I am unable to get those quests either. Found someone online who said you have to finish Campaigns in Ohn’ahran Plains and Thaldraszus to unlock these, which seems really lame to me.
I went looking for bronze dragons to give me “skip campaign” dialogues since I found one like this in Waking Shores. So far, no luck.
Regarding Dragon Shard of Knowledge, there’s an Aritsan’s COnsortium NPC near the Ruby Life Pools flight path who has a dialog to let you “skip” past requiremetns for Dragon Shards. It includes a warning that you will get rep, the Dragon Shards from the quest chain, but no other rewards.

no story quest in thaldraszus available to pick up - can’T interact with the scouting table in the shores either
In Valdrakken you go into the main room where the SW/Org portals are. You go to the back and there is a teleport pad and then you talk to Alexstraza and accept A Message Most Dire, Nowhere to Hide, and Eyes and Ears. This will get you on the path to where you want to be. At the end of the last part of the chain, you get a quest to return to Valdrakken, and you are on the quest for the Spark.
