Spare Toolbox for Awakening the Machine. They drop from snuffling/wax. Once you have one in your inventory, no more appear to drop. This is confusing, since in the event it says the effects can stack to 100. Are we only supposed to only have one per week? Or more, so the event becomes a fun ridiculous moment, or easier for those who need more help?

The buffs are permanent.
And the Spare Toolbox is Unique, so yes only 1 in your bags is correct.

They most definitely are not permanent, or at the very minimum they are bugged and don’t carry over from instance to instance, at all.
