I guess to be specific its probably a few lines of code that flags it as character specific unlocks vs account wide unlocks.

Idk… They invest so much time into adding new forms (while shaman ghost are still low res wolf and raptor) and still lock it to one character. Kinda weird if you think about it

Big true, which is why i tell casuals to stop asking for that kind of stuff, and instead, worry about those very core issues FIRST. When everything is peaches and cream, then we can talk about stuff like 50+ toons and giving worgen tails.
