The drakey boy, Sorotis the Ulderoth vendor, is currently hovering midair down the hill from the rest of the vendors, making them inaccessible to purchase time rifts goods, help!

Sorotis is still misplaced, but it IS possible to buy from them. It takes a bit of finagling, but you can drop down the hill in a way that stops you right in front of them.
Just did another time rift today. Sorotis appears to be back in her proper place again.
