I killed Garrosh in September, 2017 according to my achievements. Clicking on the scroll inside the instance, but I don’t get the option to skip to Garrosh. What gives?
Edit: it wasn’t this character that killed Garrosh, but Temariel on Icecrown, and Temariel doesn’t get the skip option.
Edit2: I looked in the statistics window just now, and it says I’ve killed Garrosh on LFR and Flex but not the rest. Would that matter?
Is the dialogue popup not appearing at all OR does it just not say “Tell me the story of Garrosh Hellscream’s final reckoning”?

I see the scroll, and can click on it and the dialog window shows, but it doesn’t say “Tell me the story of Garrosh Hellscream’s final reckoning.”
Are you trying in the same difficult which you have killed him previously?
Tried all difficulties, no joy. Apparently that doesn’t matter anyway but I did try.
