Songflower No Longer Working on Characters of ANY Level - WoLK Prepatch

World buffs should still be functional for lvl 60 and below.

Tried getting songflower on my lvl 59 character in felwood two times earlier and both times it consumed my plant salve without giving any buff.

As of 3.0.8, songflower should still be obtainable for lvl 60 and below:
