A bug exists where sometimes when wanting to upgrade a garrison building the player will be told they don’t know the plans, when they actually do.
It may be possible to circumvent this bug by logging out and back in.

Im getting the similar problem. I am trying to upgrade barracks to level 3 but it keeps saying I need the plans. I can buy the level 3 blueprints all day long, but it refuses to let me learn it cause the red “You already know that blueprint” comes up.
I experienced this issue today on alliance side with a level 2 barracks. Game didn’t let me upgrade to level 2 and when trying to purchase and use the level 2 plan it told me I already knew the plan.
I resolved this issue by zoning into Shadowmoon Valley then returning back to my garrison. Upon opening the Architect Table the upgrade button now showed.
