Help me out here. Ok when Vol’jin was making his rounds trying to figure out who told him to make Sylvanas Warchief, did he know that the lich king Arthas was dead and there was another lich king? Or did he think it was still Arthas?

The fact that Arthas is dead is widely known. The secret is that he was replaced. He knew there was a new Lich King, and may have surmised who it was.

I imagine the faction leaders knew about this, since the “adventurers” who helped Tirion kill the Lich King had to report to them. But then again, this kind of detail doesn’t really matter, does it? Plus I haven’t done the Death Knight class campaign, and I hear Bolvar makes an appearance so maybe it’s not a secret anymore.

I would imagine that there was a new Lich king would be known only to a veeeery select few, very import people. I.E the leaders of the Alliance and Horde.
You work with him in Legion but the Ebon Blade isn’t necessarily prone to sharing their secrets, especially when it’ll cause more turmoil for no benefit. That aside, I think the Ebon Blade would’ve known from the start; they treated him existing as a known fact, and the only concern was if he was trying to bring them back into the fold.
I believe Mages were aware as well; if I recall correctly, they get the Fire artifact from him.
