It needs Dispel protection or Flameshaper-Devastation won’t work in PvP
I can’t post in Alpha feedback, but if you can, please help 
Without Dispel protection Flameshaper will not be able to utilize Engulf, as every Firebreath and DoT set up can be dispelled
All DoT specs use some form of punishment for Dispelling their DoTs in PvP (Afflock, Spriest, Ele). Flameshaper needs a Dispel Protection mechanic or it won’t be functional in PvP
