There is a UI issue with people that have not completed the storyline and hit level 60 before Blizzard intended them to (primarily those that hit 60 in Ardenweald).
After completing the storyline, you are able to queue for the 4 leveling dungeons at level 60 on Normal difficulty and they do not have an ilevel requirement. Nothing currently informs the player of this.
This is how it looks like after finishing the storyline:
The problem this is causing is when you acquire the quest for Mists of Tirna Scithe in Ardenweald, and then hit 60 afterwards (while still having the quest), you are locked out of doing the dungeon and cannot do the quest.
This is confusing because historically you have always been able to do the “leveling” dungeons at 60 with no ilevel requirement, to help you gear up for the new dungeons unlocked at 60. I also explained this in the previous post.
1 of 2 things likely needs to happen to remedy the confusion:
-Allow players to queue for the 4 “leveling dungeons” once hitting 60 without completing the storyline
or
-Have the 4 “leveling” dungeons shown in the Specific Dungeons tab, locked, with a notification that states something like “Complete the storyline to unlock this dungeon at level 60.”
Either of those would remedy the issue of people getting locked out of doing a quest they received for Ardenweald’s dungeon and not understanding why.
I hope this was informative so that if other people make similar posts, Blue can inform them what is happening, why, and how to actually address the issue (and hopefully push for a UI fix of 1 of the 2 things I stated above).

Are you blocked on Ilvl or story ? cause if its ilvl how did you get to 60 and on break ilevel 100 ?
Not being able to practice on normal won’t make it any harder on heroic really. The instances are tuned to the point of you got the required ilvl and you do if you used the lfd all the heroics are easy to the point of being a snooze feast that you won’t wipe even not doing the mechanics as such there even eaiser than the normal mode instances that you likly will have worse gear compaired to the diff for.
As for gearing up greens that drop randomly is more than enough to gear up for normals so yes you vary well can gear up from leveling in fact the leveling experience brings you near the ilvl to que for heroic by the time the main quest is done more than enough to que for all the normal mode dungeons. So yes you vary much can gear from leveling. I also doubt it’s ilvl blocking you from the instances but more likly story as if you did the story your ilvl is well beyond normal entry ilvl. You can’t enter a instance before you unlock that zone this makes sense as how are you getting there otherwise.
Three don’t think that’s really a great point long ques for the leveling dungeons fit the leveling experience we have this time round you are highly encouraged to do the main quest so spending less time in instances and more questing fits that. Also in order for it to hurt the people queuing you would have to have something showing that a greater number of tanks and healers than dps would be added via your change this is not likly. At best the ratio would be the same and as such have no change to que time while more likly the tanks and healers will be skiping normals and heroics and going right to mythic as that is exactly what happened with basicly every tank and healer I know. As such you would add more dps to the mix less tank and healers and such INCREASE que times. So know it would HURT not help those leveling and queong que time wise.
Appreciate the long post, but the game already function exactly as I was expecting and posted in the original post.
It’s a problem with there being no tooltip informing the player to finish the storyline before they are able to access the leveling dungeons at level 60.
This is a problem for people hitting 60 in Ardenweald and then getting locked out of completing the dungeon quest they received for that zone, since you get locked out of Mists of Tirna Scithe once you hit 60.
If this happens you have to completely skip the Ardenweald dungeon quest until you finish Revendreth.

Or you can form a group and manually walk in the entrance. The dungeon finder isn’t the only way to get things done.
Besides, normal isn’t really needed for anything. I hit 60 on my main a couple days after the bulk of my guild. Rather than wait for me to gear up, we grouped up and did heriocs by walking in manually so I didn’t have to waste my time on normal and could actually get upgrades.
It seems like you’re making a mountain out of a molehill here.
Thanks for the explanation and I don’t feel like I am going crazy any longer. They need to remedy this hopefully soon.
