No its not. Its a way too make people (you) get easier rating by removing a hurtle.
You have an extra 1000 point buffer of inflation for 2400 in shuffle by now. Removing a spec you dont like isnt gonna fix your issues.

Gaining conquest from solo shuffle is a miserable experience. If they would increase the amount people get from 3’s or 2’s that’d be great. 2’s was giving me something like 25 per win and 3’s was 50 and my cap to get geared was 11500 on alts
They are with tomorrow’s patch. Solo S***hole gives less conquest, 2s and 3s gives more.

Ok so they did make some healer QoL changes. No reason to play solo shuffle then as a healer. But! It might still be the fastest way to cap vault
