Behind Closed Doors and Brotherhood in the Skolzgal Wood questlines are not able to be completed due to quests missing. This makes it impossible to get the Sojourner of Isle of Dorn achievement.
Noticed this myself and am having the same issue.

I was able to finish this achv, I didn’t start working on it until after I had completed the main story quest, not sure if that had anything to do with quest showing up

I was only able to complete a portion of “Behind Closed Doors”, leading up to the speakeasy in the corridor section upon doing the first zone. After I completed the introductions in the next zone, the next part of it opened, as the NPC was now correctly in the building. However, when I went to the location to start “Brotherhood in the Skolzgal Woods”, both before the second zone and after starting it, the citizen wasn’t there.
Based on what Hank mentioned, it seems to be tied to the storyline, and each NPC unlocks at a specific point.
i completed the campaign and can not see any bread crumb. Where is this quest?
It depends on what parts you may have done with it already. When you first start in Dorn/Dornogal, you can complete a portion of “Behind Closed Doors”. Most of the questlines from each part usually start from right outside the building slightly Northeast of the flight path, or further North of the Atrium in the council chambers.
For “Brotherhood in the Skolzgal Woods”, there’s a citizen outside in the courtyard south of the theatre to start it.
I wasn’t able to complete this until I had already partially done the 2nd zone. Not sure what the prereq was, whether a quest in that zone or a certain character level. It will be completable eventually if you are doing all the quests.
That’s not the right line That is for the one before that. The citizen is supposed to be there but was not yesterday, however I did log in today and notice the quest was there. It wasn’t until I finished the Hallowfall line completely that it showed up. I am not sure if its some sort of glitch or what but it doesn’t show on the map but did show up as I flew over.

Try turning on low level quest on map settings.
To anyone having this issue: just continue the main quest line until you get to the next zone’s main city. When you’re there, Saradi will be there too and will have the quest for you to continue working towards this achievement.
