I have all the other Sojourner Achievements for the other zones. But Aldra is not offering me “How Scandalous!” to start the “Behind Closed Doors” quest chain. Someone had mentioned on wowhead you need “The Ringing Deeps” acheivement. I have that. Opened a ticket and got the most useless response giving me a list of the most general things to try that cleary is a blanket statement showing that my ticket wasnt even read. Check forums, disable addons, report bug…
I was able to get this quest and the achievement. My guess is there must be some missing bread crumb quest you need first. There are a few other quests chains where wowhead misses a required “go see so-and-so” initial quest - I had a few of these in Hallowfall.

I had a few quests in some series that said “true”, so I tried the next quest in the series and that worked for me.
