So from what I can gather, there is currently no way to complete this achieve because the NPC that gives the quest for the chain of “Thread of Hope” does not offer the quest.
The NPC is Aithlyn and she should be giving the quest “Silk Shortage”. This info was gather from Beta as well as WoWhead which shows she does have a spawn location in the Heart of the Forest, as well as outside of there for those that are not part of the Covenant.
anyone know the answer here or is this quest just not in game for w/e reason. ALSO i have finished everything else in the zone currently so I am not missing a bread crumb that I am aware of that would bring me to her.

Having the exact same issue as well with this particular NPC. I’ve completely done everything in Ardenweald and this NPC will not offer me a quest.
I’ve explored the entire zone and got every single quest completed that I could find.
Hopefully this is resolved in the near future. 
I managed to get this done. The quest didn’t show up until I went through the first round of covenant quests with Ardenweald (which I chose). Specifically, Silk Shortage appeared after I completed the series of quests where you re-enact the major events of Legion/BFA on stage).
Obviously, this really only helps if you choose them as your covenant.

so, what it appears to be is if your a member of the Night Fay you can pick the quest up. It should be shareable than because it is a quest everyone should be able to do.
Ill have to get with ppl that go Night Fay untill a true fix is made
Indeed. I’ve already decided that I’m going to pick the Night Fay as my covenant once I get around to the covenant quest-line. So this shouldn’t be too big of an issue for me.
I’m night fae and had no problem completing this achievement.
I am not Night fae and I was able to complete this achievement! Venthyr is my covenant and I can’t complete Sojourner of Revendreth achievement. So annoying!
I’ve no fix, but I am having the same issue only with different quest chains…Thread of Hope was completed but I can’t get the quests for Tricky Spriggans and Trouble at the Gormling Corral
I also can’t finish or find the quests for these.
