Soggy Scroll / Cortello's riddle

Object 2553 (Soggy Scroll) that starts Cortello’s riddle is bugged/unclickable.

It starts a quest chain for a 14 slot bag. Is anyone else able to do this quest chain? I can’t find where there are any other requirements other than clicking on this item in Swamp of Sorrows under the bridge (22,48).

It doesn’t start there.

Threads like this is why blizzard doesn’t bother to respond to bug report threads.

go to STV, the pirate ships, the one parked a ways from the other two, it starts from a scroll between the cannons or the boxes lower down.
