Did some intensive testing and spell power rune is giving the same 25% crit damage increase when playing ice shards/shatter.
Considering how far behind frost is in damage, I think this rune should benefit from said talents and give an additional 50% crit damage.

The class is balanced around the inceased crit damage. If they want frost to ever be viable, they need to make its runes benefit from talents, among other things. IE Make frostfire/spellfire bolt benefit from frostbolt cast time reduction, buff Ice lance base damage alot, Icy veins and more.
