[Sod] Quest 'The Lost Tablets of Mosh'aru' not available?

I completed The God Hakkar - Quest - Classic World of Warcraft (wowhead.com) Got my dirk for vendor.

Prospector Ironboot on the otherside of Steamwheedle Port should offer The Lost Tablets of Mosh’aru - Quest - Classic World of Warcraft (wowhead.com) or the sod equivalent of it if applicable.
But he does not and the chain just abruptly ends.

I understand the step after requires lbrs. I just figured the epl part would be available.

Same, just went to him today (nothing on questie for awhile too) just to confirm. Nothing. Can’t do the quest for lower BRS. Do we gotta wait for ZG to come out? The trolls to complete the quest are in the game I think in STV.
