I think it wholly depends on what they’ve added in each Phase and, most importantly, what that ‘post 60 content’ phase is going to contain.

But people are having fun playing with runes and the leveling raids, although those are ironically mostly just bringing abilities from later expansions in vanilla with only a few exceptions like mage healers and shaman warlock tanks.
Its popular because its fresh, slightly different, low max level (i suspect the higher this gets, the more people will quit) and 10 man raids (once this goes up, the population will implode)
