The quest for the warrior shockwave rune is bugged for me. Quest giver for “Bookin’ it Back” gives me the quest item but nothing shows up in the quest log. I deleted the item and it still doesn’t let me get a quest from npc.

Same exact thing happened to me on p5 patch day 
very disappointed I can’t get shockwave
Looks like they may have fixed it, I was able to grab the quest from Numi and get the quest item too
