Bake runes in a balanced way into classes, bring back Ashenvale PvP for phase 1, bring back BFD raid as a level up raid, add an all new raid for level 30.
Phase 2 bring back Blood Moon, bring back Gnomer, add an all-new level up raid at level 45.
Phase 3, change ST to a 10 man level up raid, rework the MC stuff, keep the meatball. Do not bring back incursions and rework the ST quest chain for the shoulders appropriately. Bring back DFC. Maybe bring back BRE.
Etc etc.

I think ST as a 10-man you can do while leveling to 60 could be cool. Because there would be no more incursions it might be something fun to do to spice up your leveling experience. Redesign the bosses accordingly to work for 10-man.
Ok for ST 10 but also BRD raid or 5 man scholomance with darkness mecanic like in kara.
