The answer to why is simple, people want to see bigger numbers and feel more powerful even if all they’re doing is fighting boars in the woods.
Blizz clearly values that portion of the playerbase enough that they’ve made it a point recently to give them a way to grind towards that if they put enough time into something each week. Now they are having to rely on RNG.
To be clear, no one with sense is asking for immediate gear or to have gear at the same level as raiders. Just something they can choose to grind for an ilvl 400 tier piece of their choosing each week.
And like I said the avenue is there you just chose not to take it.

Gear you get from doing world quests is not handed to you. You put in effort, maybe it’s not the effort you deem worthy.

It is a handout. There’s a reason it’s not able to be tier, because they want you to work for it. See how that works
Since everyone has so many gear progression paths you can explain why subs are bleeding.

You’re not wrong about those options, but recent seasons have given another open-world option for players to grind for one specific piece. We are simply asking why that avenue was removed.
How does sub count have anything to do with available paths of progression? Again explain to me how you choosing to not do the content that is there means there isn’t available progression paths ? Stop being lazy my guy

Most people put in work/effort even in games and hobbies. Most people strive to be better not just ask for handouts and welfare gear.

Are they harder than the researchers event were you to do it solo, or the world quests in the calderra that sometimes award 402-424 ilvl items? Both of those are areas full of elites and neither of them award catalyzable items.
Normal world quests drop at max 398 ilvl, that’s below LFR so sure they shouldn’t be able to be tier but there are multiple world content sources on par with fyrakk assaults that also don’t.
