Now this may change, or may have already changed but watching PTR videos it seems like you can turn gear from Raids, M+ and Fyrak assaults into tier. But you can’t turn world quest gear or even gear from the quest to do 5 heroics into tier (even though it is champion track I think.) Why?
Now, to head off the question “if they’re only doing world quests why do they need tier?” They don’t need it, but they want it and it’s in the game. They want to do their quests quicker and want to see buffs that tier provides. It may even help them farm old content for transmogs and mounts.
Why question in response is always the same, “how does it hurt you if Billy has all ivl 398 gear and has the 4-set bonus?” You will probably never interact with him, in fact the only time he may affect you in any way is if you end up both killing a rare together. And in that scenario Billy having the 4-set will down it 5 seconds faster and save you time out of your day.
Why do players who do nothing but solo open world content, heroic dungeons, and maybe LFR think they need great gear? Why do these players think they deserve amazing gear when they refuse to complete any content beyond the easiest the game has to offer?
I hate it too, but in 10.0.5 the only overworld gear that would fit in the Catalyst was that of the Primal Storms (and later on, from the Forbidden Reach). It seems to me the 10.1.5 equivalent will, indeed, be that of Suffusion Camps…

Maybe the Time Rift gear will also be eligible, and the PTR just didn’t implement it yet?
You can get tier. Suffused gear. Not unlike Primal gear last season. Regular drop gear has NEVER been able to be used in the Catalyst in last season nor should it be this season. Do the content that will give you the gear that you can use. That’s Suffused. Once a week, guaranteed at least one, sometimes two pieces.
If you want to use that stance okay, how about the quest to do 5 heroics and gets 424 piece? Anyone with common sense would assume you can use that in the catalyst.
The gear I get from end of dungeon doing a +2 key is lower than 424 but it can be catalyzed
Is just a regular piece of Champion gear. It’s not Suffused, it’s not Raid, it’s not M+. The ilevel is irrelevant.
If it isn’t Suffused, raid or M+, you aren’t getting tier from it.
That’s not “common sense.” That one piece is no different from any other Champion piece. Which means any other Champion piece from any other quest or dungeon would be able to be used in the Catalyst.
They have the following that can be turned into gear for each type of PvE content:
Open World: Suffused
Raid: raid gear
M+: M+ gear
Those are tagged in the system to be able to be used in the Catalyst.
Saying “it’s raid loot,” is just a tag and again doesn’t make any sense. If they wanted to do it so veteran gear can’t be tier sure, but they have some champion gear can and some can’t…
Another example of stupidly and I’d like to hear your explanation, the gear you get from doing 5 Timewalking is raid and can be catalyzed. But the piece you get doing 5 regular heroics can’t? I mean they’re both piss easy, but if anything Timewalking is even easier. Where is the logic there?
To note also, in 10.07 they did an island catchup with gear that could be catalyzed. So I wouldn’t bet on it, but you might still be able to catalyze it if ilvl is not relevant.
You just can’t always expect to get the “better” rewards when you’re at the lower end. The game wants you to do more content, harder content/group content. That’s why I keep repeating that this is a progression game, the rewards are out there for you to get them and tier has never been more easy to get than with the catalyst.
I mean the Caches from Timewalking if anything is inflated I agree. It’s not meant to mean that they should buff other content, if anything it’s just because they know they need a bigger reward to motivate people to do timewalking. While most people with M+ will already do dungeons anyway.
