Because Blizz would actually have to put effort into making new forms.
They never planned to have Dracthyr be anything other than Evokers, so getting new classes out was a rush job.
But the Green flight are Druid adjacent. They’re don’t worship the Wild Gods like the mortal Druids do.

Why would you want to be a owl thing? Or a bear? Or a cat?
Okay a cat I understand.
But then just play a night elf druid.
I just don’t see the appeal of playing a dragonkin so you can take a different, non-visage form.
So talk me thru it.
(And, for the record, I do think you are onto a good solid lore reason for dracthyr to legitimately be druids.)

Just about every creature on the dragon isles has random horns, patches of scales and other draconic features. Take your pick for forms.
I’d like one of those big buffalo guys for the tank form. The gross dragon-gazelle thing the Dracthyr ride for travel form. That bulky saber-tooth cat-dragon-beast for cat form and the Ohnaran eagle flight form.
Seems like light work. Honestly druid and shaman are the two classes they’d most logically be besides evoker and warrior.

Why dracthyr would want to learn druidism?
They can use the powers of the Emerald Dream already. They don’t need wild gods or loas, cause they can access those powers direct from the source by themself.

Dracthyr do have the potential to be druids. 
Honestly similar to Zandalar as they merely put cuffs and paint on the animals for the druid form. 
Can see the potential design already using dracthyr armor as bracers.

I am 100% certain more druid races don’t exist solely because Blizzard is lazy and doesn’t want to design new forms. Lorewise, anyone can be taught to be a druid, just like most other classes. It requires dedication and, of course, an affinity for nature, but they can be taught. There are several races that would be good druid candidates that aren’t already.

The art asset team is full steam ahead on tendie and cash shop items and cannot possibly spare a single moment to make new druid forms, shaman totems, or paladin steeds.
