Okay so Sargaras was originally the big bad bogeyman of the wow universe, then a couple of expansions later it was the Jailer, but the Jailer may have had a point when he talked about how a divided cosmos couldn’t stop ‘what is to come’…
So what is to come?

Honestly I wish they just wouldn’t. The threats don’t always have to be from a higher and higher tier. Let’s just have threats from tiers next to us.
It’s the old Dragonball Z power level problem. The enemies keep being a step above Goku, so Goku has to ascend to a higher power level. And it goes on and on. Then once Goku is the most powerful in the universe, oh surprise! There’s a multiverse!

well after we imprisoned sargeras we were told it was the void
then in the three sisters comic the void said it was death
then in shadowlands zovaal implied that it was something we’ve never heard of before.
I’d wager that after this mystery threat there’ll be some even bigger bad.
While I think the current storyline is horrible, it’s a tragedy I can’t look away from, I’m interested to see what trainwreck the devs concoct as “the biggest threat in the universe” next.
The Jailer set the bar incredibly low.
The only thing impressive about the next threat would be how much lower it could truly go.
