Why can’t ALL settings in the Interface panel carry over to all toons on the account??
Man it’s tedious to make a change to something like turning on or off action bars and then have to go into 30 others toons to make the change so everyone is the same.
Three things here.

Different Classes have different needs vis a vis action bars and other UI elements, so it’s by design intent that certain elements be set per character rather than per account.

Blizzard was aware from the beginning that different player’s play styles might result in wildly different needs for those same elements so they opened up UI access to the player base and allowed UI mods.

There are at least three decent UI mod user-written addons that allow for fixed bar (and other UI element) settings per account (ElvUI is the one I use, but if you’re only interested in the bars themselves, Bartender4 and (I think it’s called) Domino both work well.

I just came back to the game. And yes, I have used Dominos for years. But I just reinistalled the game. Everything is set to defaults. I put one addon back in, AdvancedInterfaceOptions, to reset variables on the server side to defaults as well for all toons. And then I deleted the various folders in the WoW folder so as to have as blank a slate as possible for DF’s new UI.
But DF isn’t coming till almost December. So I intend to use the stock UI till then. But, as I said, it’s tedious to make a change in the UI. It would be nice if it propagated to the other toons. Like no sticky targeting, auto loot, target of target, etc.
Most of the major UIs will work in DF and will be as seamless as possible.
I’d strongly recommend that you not wait to get your UI Profile set up in Dominos (or whatever you choose).
Do that and it’s a one-click application to every other character as you log in (or if Dominos has a default profile you can set, none at all).
Heck, I’m in the middle of writing a new rotation manager this close to the end-of-life for SL and it doesn’t scare me. I’ll just fold in whatever method changes I need into the core module and in the meantime make sure I’ve made everything else as abstract as I can so I’m not tied to what Blizzard does outside of my core module.
I’m sure the major addon development teams do much the same.
With the exception of some nonsense going on with Totems, pretty much the same functionality will all be there, let them handle it and set your game up the way you want.
